Clerk of Works and NEC Supervisor are not the same

Although the two roles both involve inspection and quality oversight, they serve different purposes.

  • The NEC Supervisor is a formal role under the NEC contract, appointed to monitor compliance with the contract scope, witness tests and inspections, notify defects and fulfil defined contractual duties.

  • The Clerk of Works is a client-side quality and assurance role focused on workmanship, materials, maintainability and broader client expectations on site.

Where both roles are required, we make the distinction clear. Our process is to coordinate inspections, agree the lead role based on technical competence, maintain shared records and make sure observations are reported through the correct route without duplication or confusion.

NEC Supervisor expertise under NEC4

EEDN’s internal NEC Supervisor strategy describes the role as one that upholds quality and compliance during construction by verifying that the Contractor’s works meet the requirements of the scope. The same strategy states that, unlike the Project Manager, the Supervisor does not issue general instructions or authorise change, but instead provides an objective and technically informed view of compliance on site.

The Supervisor has one direct power to issue an instruction under NEC4: to instruct the Contractor to search for a defect where one is suspected. That same material states that the Supervisor is required to notify defects, inform the Contractor of planned tests and inspections, and manage inspections and records in line with the contract.

This is why we treat NEC Supervision as an active quality role rather than a passive checker role. It requires technical judgement, disciplined communication and a clear understanding of what sits within the Supervisor’s authority and what sits elsewhere in the contract administration structure.
